Tax reform will not solve the problem of Kazakhstan's state budget deficit, and comprehensive measures are needed to address this issue. This opinion was expressed by the director of the Talap Center for Applied Research, Askar Kysykov, on the Rossiya 24 TV channel.
The Government of Kazakhstan is discussing tax reform, which implies an increase in VAT from 12% to 20%. According to the estimates of the authorities, this will allow an additional 6-7 trillion tenge to be allocated to the budget. However, according to experts, the measure may also lead to higher prices.
"Today in Kazakhstan, the budget depends on oil and non-oil revenues, and the provision of tax revenues is only 60%. The remaining 40% are transfers from the national fund and government loans. In absolute terms, the total deficit is about 10 trillion tenge, and according to the government's calculations, this new tax reform will bring in an additional 6 trillion tenge. That is, it will not be able to solve the problem of shortage until the end," said Kysykov.
The expert added that the government is currently developing more comprehensive measures to address this issue, which primarily relate to expanding the tax base.
