How the Expert Signal Radar Works: TALAP Methodology

The fourth material concludes TALAP’s first series of publications on strategic foresight. While the previous documents presented the global context, the development of the approach and the results of the pilot measurement, this infographic captures the architecture of the method itself: how expert materials are transformed into a structured basis for decision-making.

The methodology is built as a sequential analytical process. It begins with the formation of the expert source base: publications, analytical texts, comments and observations. Individual expert lenses are then reconstructed — that is, the ways in which specialists connect facts, causes, constraints, risks and consequences. At the next level, the quarterly evidence panel is created: figures, events, decisions and external assessments that make signals verifiable.

The synthesis then begins. Separate observations are assembled into the main storylines of the quarter, compared with one another and translated into signal nodes. Each node is placed in the matrix and on the radar according to its economic sector, degree of manifestation and connection with a possible cascade of change. As a result, the radar shows not only a list of problems, but also the structure of their position within the broader system of tensions.

A separate part of the methodology concerns cascades of systemic vulnerability. They make it possible to see how tension may move from one domain to another: for example, from export logistics to fiscal constraints, from credit pressure to consumer demand, or from energy limits to investment decisions. This marks the transition from a map of current signals to an analysis of possible dynamics.

The infographic shows that TALAP is developing not a one-off analytical product, but a reproducible methodological platform. The first series of materials captures the full cycle of building this competence: studying global experience, developing its own model, testing it on Kazakhstan’s economy and formalizing a methodology that can be scaled for regular monitoring and sectoral analysis.
